Have you received any mailers recently and ask you to file a homeowner’s request for a review of property’s assessed value for the current tax year, with fees ranging from $75 to $300? I have received several of them myself since the beginning of the year.
These companies with their mailers designed to look like official governmental documents are sending mass mailers to most homes in California. These mailers may include an estimated tax savings of hundreds or thousands of dollars, and some of them even create a sense of urgency by saying homeowners must comply by a deadline or there will be a penalty for the service.
Should I utilize these services to reassess my home value?
Every County Assessor has a system for homeowners to request a re-evaluation of their home value. Homeowners can request a reassessment of the value of their home at any time and do so directly with their County Assessor for FREE. If the request is found to be true, the home assessed value will be reduced. This is easy and free, and it doesn’t require any help from any person or entity to do so for a fee.

I am a true believer of "we get what we paid for".
Foreclosures rarely happen in up-and-up neighborhoods. You will see one or two popping up once a long while, but these listings are quickly sold because buyers in these high-demand neighborhoods know how much homes are worth, and they are willing to pay market value for it.
There are also a ton of foreclosed homes sitting there month after month without buyers. Why? because most of these homes are located in less-desired neighborhoods. Few buyers are willing to buy even when these properties are listed below market value.
Think about all the cities in the San Mateo County, from Daly City to Burlingame, from San Mateo to Belmont, and from San Carlos to Atherton. Within each city, there are pockets of neighborhoods that are at the opposite extremes of desirability. That said, as a home buyer looking for a home to live in, having the goal of "I want to buy a foreclosure" is simply the wrong approach.
However, there are "good purchases" to be found, but a buyer needs to have the proper mindset to start with. There will be a lot of homework, risks one must take on, and most importantly, patience and hard work, because this is a complete different ball game. Most of the buyers end up purchasing regular properties in a good neighborhood which they feel comfortable and very happy with for a long run.
